Veterans Leadership Program (VLP) is Western and Central Pennsylvania’s premier Veteran service organization. For nearly 40 years, VLP has operated with a focus on empowering Veterans to navigate the transitions of life and supports every Veteran in reaching their fullest potential. With supportive and service-oriented expertise, VLP serves over 7,000 Veterans annually through comprehensive programs and partnerships. VLP is the largest provider of Veteran subsidized housing in Western Pennsylvania, operates two of the nation’s most effective employment programs, as well as holistic wellness and additional supports for Veterans and their families. 

VLP is a team comprised of experienced leadership, support staff, and case managers including Veterans, National Guard, Army Reserve, family members of Veterans, and civilian supporters who are deeply committed to assisting any and every Veteran. 
 
Overview of Position

Veterans Leadership Program (VLP) is seeking an experienced and mission-driven Director of Programs and Operations to lead and oversee our Veteran-centric providing housing, employment, wellness, and supportive services programs.

Reporting to the CEO and based in our Pittsburgh office, the Director of Programs and Operations is responsible for operational compliance and programmatic excellence through data-driven performance management while overseeing management and program staff in collaboration with Regional Directors. 

Principal Duties

Program Oversight & Compliance
  • Oversee daily operations and performance across VLP’s programs.
  • Monitor program performance, outcomes, and compliance with federal, state, and local funder requirements.
  • Review case files, case notes, and client documentation to ensure adherence to internal protocols and funding regulations.
  • Ensure documentation, tracking, and reporting tools and systems are effectively used to meet all performance standards and program requirements.  
Data, Reporting & Finance
  • Track and analyze program data to meet performance standards and program requirements.
  • Complete and submit required reports in a timely and accurate manner.
  • Conduct budget reviews and forecasting to ensure alignment with approved budgets and program goals.
  • Review and approve financial requests.
Staff Leadership & Training
  • Supervise and mentor program managers, team leads, and program staff.
  • Oversee staff training plan, including onboarding, individualized development, and program-specific competencies.
  • Support high standards of staff performance and accountability.
  • Participate in organizational trainings, meetings, and special events.
Strategic & Community Engagement
  • Collaborate with external stakeholders, including permanent housing providers, social service agencies, employment partners, and government entities.
  • Represent VLP and advocate for Veteran needs at public events and community forums.
  • Identify emerging trends impacting Veterans and contribute to program development and cross-agency collaboration to address them.
  • Perform other duties as assigned to support the agency’s mission.

Education & Experience
  • Bachelor's degree in Social Work or related field required, Master’s /LCSW preferred.
  • Minimum of 7 years in Human Services, including 5 years of program management.
  • Experience working with Veterans and individuals experiencing homelessness is strongly preferred.
  • Knowledge of federal, state, and local Veteran services and benefit systems.
Working Conditions & Requirements:
  • Office-based role with local travel (approx. 10% monthly).
  • Valid driver’s license and reliable transportation required.
  • Ability to lift up to 15 lbs. and perform standard office functions.
  • Background checks: FBI, Act 33 and Act 34 clearances required.
SALARY IS COMMENSURATE WITH EXPERIENCE AND QUALIFICATIONS
